While it is entirely possible to start a new game without importing a save, the player will lose the opportunity to shape the events that influence what happens in Mass Effect 3. Previous decisions during the events of Mass Effect and Mass Effect 2 will heavily impact Mass Effect 3. This determines little more than background information. If you select War Hero, you led your men to victory.
If you select Sole Survivor, you lost your men in a hopeless fight. If you select Ruthless, you sacrificed your men to accomplish a mission no matter the cost. Otherwise, you can choose the place of your birth: was your Shepard born and raised on Earth, a human colony, or in space? Secondly, you can select one past event for your service record. If you import your character, this is retained from previous Mass Effect games.
